WHEREAS, Measure K half-cent tax increase was passed in 2016 and includes funding to help support library summer learning programs; and

WHEREAS, the purpose of summer learning programs is to address summer learning loss among children and teens by focusing on increasing summer reading participation, advancing literacy and academic performance by engaging children, teens, and families in reading and enrichment activities, and promoting library use; and

WHEREAS, the Library has been awarded $31,955 in San Mateo County Measure K funds via the Peninsula Library System; and

WHEREAS, strengthening of learning programs is an action item in the City's Strategic Plan under Priority #2: Quality of Life; and

WHEREAS, funding will be used to fund $27,955 in free book giveaways and four $1,000 scholarships to four Summer Learning Challenge participants; and

WHEREAS, free books will be available in Chinese, English, Spanish, and Tagalog for distribution in the Library, schools within the South San Francisco Unified School District, Parks and Recreation preschools, as well as at other programs and events to be scheduled this summer; and

WHEREAS, staff recommends the acceptance of the donations in the amount of $31,955 to support the 2024 Summer Learning Challenge; and

WHEREAS, the Measure K funds will be used to amend the current Fiscal Year 2023-24 operating budget of the Library Department via Budget Amendment 24.038; and

WHEREAS, funds not expended in fiscal year 2023-2024 will be carried over into fiscal year 2024-2025. Receipt of these funds does not commit the City to ongoing funding.
