Resolution authorizing the City Manager to execute the Second Amendment to the Consulting Services Agreement with Akel Engineering Group, Inc. of Fresno California, for an additional $360,792, resulting in a total contract budget of $1,064,480, for the Sewer Master Plan (ss1801).

WHEREAS, the City of South San Francisco ("City") adopted the fiscal year (FY) 2023-24 Capital Improvement Program ("CIP") which includes Project No. ss1801 for the Sewer Master Plan ("Project"); and

WHEREAS, Akel Engineering Group, Inc. ("Consultant") is the current design consultant for the City for the Project; and

WHEREAS, on January 24, 2018, the City and Consultant executed a Consulting Services Agreement in a total contract amount of $409,996 to develop the Citywide Sewer Master Plan, a copy of which is attached hereto and incorporated herein as Exhibit A; and

WHEREAS, on December 9, 2020, the City and Consultant executed a First Amendment to the Consulting Services Agreement and increase the contract authority by $293,692 for a total contract amount of $703,688, a copy of the amendment is attached hereto and incorporated herein as Exhibit B; and

WHEREAS, the design of the Project was originally anticipated to be complete by December 31, 2018; and

WHEREAS, due to additional design scope of services, the anticipated completion date is now June 30, 2027; and

WHEREAS, staff recommends additional scope for the current project to update the sewer model and master plan based on the City's 2040 General Plan buildout and additional budget allowance for future analysis and updates; and

WHEREAS, staff recommends that the City execute a Second Amendment to the Consulting Services Agreement with the Consultant for an additional $360,792, resulting in a total contract amount of $1,064,480, with the understanding that $682,968.74 has already been paid; and
