Recommendation

It is recommended that the City Council adopt a resolution authorizing the acceptance of the 2023 San Mateo County Summer Enrichment Grant in the amount of $44,016 and amending the Parks and Recreation Department Fiscal Year 2022-23 Operating Budget pursuant to budget amendment #23.051.

BACKGROUND/DISCUSSION

The San Mateo County Board of Supervisors has approved $3 million in American Rescue Plan Act (ARPA) funds to create the 2023 San Mateo County Summer Enrichment Program. The Parks and Recreation Department (Department) applied for and received a grant in the amount of $44,016 for the Department’s Summer Camp Programs. The total grant amount is divided between two out of three of the Department’s summer camp sites, with $23,944 going to Terrabay Summer Camp and $20,072 going to the Orange Memorial Park Summer Camp. Staff applied for, but did not receive, an award for the Ponderosa Summer Camp this year. Staff is contacting the County to determine why Ponderosa Summer Camp was not selected but has not received a response at the time of drafting this report. Staff may report back on this via a subsequent memorandum.

 

The Terrabay Summer Camp grant amount is slightly higher than the Orange Memorial Park Summer Camp due to the higher fee to attend specialty camps offered at Terrabay Recreation Center, which are focused on a specific activity or area of learning such as cooking, science, or basketball.  At Terrabay Summer Camp, instructors include both outside contractors and staff who have expertise in the topic being offered. The traditional camp format offered at Orange Memorial Park and Ponderosa Elementary School introduces children to a wide variety of activities and provides an enriching and fun learning experience.

 

The goals of the 2023 San Mateo County Summer Enrichment Grant include:

 

                     Expanding access to out-of-school care programs for low-income youth and youth from historically marginalized or underrepresented backgrounds or communities (e.g., students with special needs, in foster care, English language learners, or those experiencing homelessness);

                     Supporting the social-emotional well-being of youth to mitigate the setbacks and hardships associated with COVID-19; and

                     Providing opportunities for youth to reinspire and propel learning to counterbalance the loss of learning opportunities attributed to the COVID-19 pandemic and distance learning.

 

The Parks and Recreation Department will use this funding to provide 20 students (10 spaces each for Terrabay Summer Camp and Orange Memorial Park Summer Camp) the opportunity to attend summer camp at no cost, as well as provide recruitment incentives to current staff who refer applicants who are hired and work for the summer. Staff will prioritize registration for the 20 spaces to the families who attend the REAL After School Program at Los Cerritos and Martin Elementary Schools, as they are from the underserved communities outlined in the grant program. If there are still spaces remaining, staff will then work with the school district to identify children who will most benefit from attending summer camp.

 

The Parks and Recreation Department appreciates contributions from community partners who help continue and enhance the Department’s mission to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

 

FISCAL IMPACT

Grant funds will be used to amend the Parks and Recreation Department's current fiscal year 2022-2023 Operating Budget via budget amendment #23.051. Funds not expended in this fiscal year will be carried over into fiscal year 2023-2024. Receipt of these funds does not commit the City to ongoing funding.

 

RELATIONSHIP TO STRATEGIC PLAN

Acceptance of this funding will contribute to the City’s Strategic Plan under Priority #2 by helping to build active recreation, learning, and child care programs.

 

CONCLUSION

Staff recommends that the City Council adopt a resolution authorizing the acceptance of the San Mateo County Summer Enrichment Grant in the amount of $44,016 and amending the Parks and Recreation Department Fiscal Year 2022-23 Operating Budget pursuant to budget amendment #23.051.
