Resolution rescinding the award of a shuttle operations services agreement to ACE Mobility Solutions for the amount of $350,000 for operations of the South San Francisco Community Shuttle

WHEREAS, City staff issued a Request for Proposals (RFP) on September 1, 2022, and proposals were due on October 21, 2022; and
WHEREAS, in response, two (2) companies submitted proposals: (1) ACE Mobility Solutions (“ACE”) and (2) Parking Company of America, LLC (“PCAM”); and
WHEREAS, after review of the submitted proposals and conducting interviews, staff recommended the shuttle services agreement be awarded to ACE based on price and ability to provide safe and reliable transportation services to the City with alternatively fueled vehicles; and
WHEREAS, the shuttle operations agreement was awarded to ACE Mobility Solutions by City Council on December 14, 2022; and
WHEREAS, ACE contacted City staff on December 15, 2022 communicating that the previously submitted proposal included a price discrepancy and ACE will not be able to provide services, including fleet electrification, based on the prior rate furnished to the City; and
WHEREAS, City staff revisited the proposal from Parking Company of America, LLC and determined that, with pricing and ability to provide safe and reliable transportation services for the City’s community shuttle, it is in the City’s best interest that the previous award to ACE be rescinded and the shuttle services agreement now be awarded to PCAM instead.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows:
1. That the forgoing recitals are true and correct, and are incorporated herein by this reference.
2. That Resolution No. 224-2022, whereby the City Council awarded a shuttle operations services agreement to ACE Mobility Solutions for the amount of $350,000, is hereby rescinded.
