Recommendation
Staff recommends that the City Council take the following necessary actions regarding the shuttle operations agreement for the South San Francisco Community Shuttle, effective February 1, 2023:

1) Adopt a resolution rescinding the award of a shuttle operations services contract to ACE Mobility Solutions for the amount of $350,000; and
3) Adopt a resolution awarding that shuttle operations services contract to Parking Company of America LLC in an amount not to exceed of $350,000 until June 30, 2025.

BACKGROUND/DISCUSSION
Staff issued a Request for Proposals (RFP) on the OpenGov website on September 1, 2022, and proposals were due on October 21, 2022. In response, two (2) companies submitted proposals: (1) ACE Mobility Solutions ("ACE") and (2) Parking Company of America, LLC ("PCAM"). After review of the submitted proposals and conducting interviews, staff recommended the shuttle services agreement be awarded to ACE based on price and ability to provide safe and reliable transportation services to the City with alternatively fueled vehicles. The agreement was awarded by City Council on December 14, 2022 (see Attachment 1).

On December 15, 2022, ACE contacted City staff communicating they discovered a pricing discrepancy in their submitted proposal to the City. The discrepancy was due to their misinterpretation of annual billable hours included in the City's RFP. ACE submitted a revised rate to city staff, which was significantly higher than originally proposed. Fleet electrification was also removed. ACE has acknowledged they will not be able to provide services based on the prior rate furnished to the City.
