Resolution awarding a construction contract to Mercoza of San Jose, California for the CDBG - Curb Ramp Replacement Project (No. st2106, Bid No. 2674) in an amount not to exceed $197,860.40, authorizing a total construction contract authority budget of $250,000.00, and authorizing the City Manager to execute the agreement on behalf of the City.

WHEREAS, in October of 2022, NCE was contracted by the City of South San Francisco ("City") to investigate, design and prepare bid documents for the CDBG - Curb Ramp Replacement project; and

WHEREAS, the CDBG - Curb Ramp Replacement Project ("Project") will install ADA compliant concrete curb ramps at approximately 17 locations with CDBG eligible service areas; and

WHEREAS, the City issued a notice inviting bids for the project on December 13, 2022; and

WHEREAS, on January 5, 2023, the City received nine (9) bid proposals in response. Of the nine bids received, five (5) were deemed responsive and, four (4) non-responsive/disqualified (DQ); and

WHEREAS, staff reviewed all bid proposals and identified that the lowest responsive and responsible bidder was Mercoza of San Jose, California and provided competitive unit prices. Staff has verified the low bidder's current contractor's license with the California State Licensing Board and found it to be in good standing; and

WHEREAS, staff recommends awarding the construction contract to Mercoza of San Jose, California in an amount not to exceed $197,860.40, which is the total for the base bid schedule; and

WHEREAS, staff also requests the City Council to authorize a construction contract budget of $197,860.40, with additional $52,139.60 for contingency, totaling a construction budget of $250,000.00 for the Project; and

WHEREAS, the Project is included in the City of South San Francisco's fiscal year 2022-2023 Capital Improvement Program (Project No. st2106) with sufficient funds in fiscal year 2022-2023 to cover the total construction contract authority cos...
