An ordinance amending Title 14, Chapter 14.14, Section 14.14.190 of the South San Francisco Municipal Code to require sewer lateral inspection and correction upon property sale

WHEREAS, Title 14, Chapter 14.14 relates to sewer lateral construction, maintenance, and inspection; and

WHEREAS, adequately constructed and maintained sewer laterals are essential to the health and safety of residents and the environment; and

WHEREAS, the sale of property offers an ideal opportunity to inspect and correct sewer laterals to help ensure a sound infrastructure and comply with the Federal Clean Water Act; and

WHEREAS, Chapter 14.14 currently requires inspections and corrections of sewer laterals in connection with the issuance of specified building permits; and

WHEREAS, Section 14.14.190 pertains to additional triggering events to obtain a certificate of private sewer lateral compliance; and

WHEREAS, the City Council wishes to amend South San Francisco Municipal Code Chapter 14.14, Section 14.14.190 to provide specific requirements for sewer lateral inspection upon the point of sale of property; and

WHEREAS, point of sale sewer lateral ordinances are in effect in other municipalities in San Mateo County.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES HEREBY ORDAIN AS FOLLOWS.
