WHEREAS, at the City Council meeting on November 9, 2020, the City Council adopted a resolution approving the award of a Consulting Services Agreement with Wilsey Ham of San Mateo, California in an amount not to exceed $461,655 for the Planning, Environmental Permitting and Engineering Services for the design of the Harbor Master Spit Project; and

WHEREAS, the scope of services in the Agreement is to develop Sea Level Rise design alternatives, cost estimates, and preliminary environmental review to address tidal inundation of the Harbor Master Spit during extreme high tides; and

WHEREAS, at a special City Council meeting on May 25, 2021, staff presented an update on the efforts to address sea level rise and to expand commuter ferry service on the Spit at Oyster Point and heard feedback from the City Council; and

WHEREAS, staff presented the City Council with three options to address the long-term sea-level rise adaptation of the Spit. The cost was estimated to be within a cost range of $15 million to $34 million; and
WHEREAS, staff proposes a maintenance project to preserve the existing harbor master building and restore the grades of the site to the elevations established with the 1979 Landfill Closure Project; and

WHEREAS, the restored grades of the Spit will be higher than the current King Tides and 100-year design storm water surface elevation; and

WHEREAS, the Project will ensure continued compliance with the Regional Water Quality Control Board Order; and

WHEREAS, the Project also includes ADA improvements to the Guest Dock and constructs a small shelter to protect ferry patrons from the elements; and

WHEREAS, Wilsey Ham submitted a detailed proposal in the amount of $710,790 to perform the neces...
