Recommendation
It is recommended that the City Council adopt a resolution authorizing the acceptance of $8,800 in grant funding from United Way Bay Area to support the Volunteer Income Tax Assistance (VITA) Program at Project Read and amending the Library Department's 2021-2022 (FY21-22) Operating Budget via Budget Amendment 22.029.

BACKGROUND/DISCUSSION
Project Read has been awarded $8,800 from United Way of the Bay Area to support the Library's IRS Volunteer Income Tax Assistance (VITA) program in preparing 2021 tax returns. Funds will be used to assist low income tax payers in South San Francisco and surrounding cities to file their income tax returns free of charge. Services will be available in English, Mandarin, and Spanish.

During the 2020 Tax Season Project Read provided VITA assistance to 218 households who realized $264,391 in refunds.

FISCAL IMPACT
Grant funds will be used to amend the Library Department's current FY 21-22 Operating Budget via Budget Amendment 22.029. Receipt of these funds does not commit the City to ongoing funding.

RELATIONSHIP TO STRATEGIC PLAN
Support of Project Read's VITA program will provide assistance for low-income families and individuals in our community. The strengthening of programs that support racial and social equity is an action item in the City Strategic Plan under Priority #3: Quality of Life and Priority #6: Community Connections.

CONCLUSION
