Resolution adopting the 2021 update to the San Mateo County Hazard Mitigation Plan and the South San Francisco Annex.

WHEREAS, the South San Francisco Fire Department ("SSFFD") recommends adoption of the 2021 update to the San Mateo County Hazard Mitigation Plan, Volume 1 and Volume 2, Chapter 20, which includes the South San Francisco Annex as required under the Disaster Mitigation Act of 2000 ("DMA"), which the inclusion of the South San Francisco Annex satisfies; and
WHEREAS, the Local Hazard Mitigation Plan ("LHMP") outlines processes for identifying the natural hazards, risks, and vulnerabilities within local communities; and
WHEREAS, a coalition of San Mateo County cities and special districts, including the City of South San Francisco, worked together to revise the San Mateo County Hazard Mitigation Plan and Annexes; and
WHEREAS, since the DMA was enacted, South San Francisco has adopted the LHMP in 2005 and revised it in 2012 and 2016; and
WHEREAS, the South San Francisco Annex of the 2021 LHMP was developed with input from multiple City departments; and
WHEREAS, the documents were posted on the County of San Mateo websites for public review between August 5, 2021 and August 23, 2021, and social media was used to notify the public of the review period; and
WHEREAS, the coalition completed a planning process that engaged the public, assessed risks and vulnerabilities, developed mitigation strategies, and created a plan for implementing, evaluating and revising the strategies; and
WHEREAS, the San Mateo County Board of Supervisors' adoption of Volume 1 and Volume 2 including its annexes on November 16, 2021, allows the City of South San Francisco to adopt the HMP and the South San Francisco LHMP; and
WHEREAS, the proposed 2021 update is consistent with the City's General Plan and would not result in any significant environmental impacts, as described in the accompanying staff report; and
