RECOMMENDATION
It is recommended that the City of South San Francisco continue its membership in the Peninsula Traffic Congestion Relief Alliance ("Alliance") with the approval and execution of the Second Amendment to and Restatement of the Joint Powers Agreement establishing the Alliance.

BACKGROUND/DISCUSSION
The Alliance was established in 2000 to assist the public and private sectors in the County of San Mateo with reducing traffic congestion and air pollution. The Alliance was originally created through a Joint Powers Agreement ("JPA") among 15 cities in the County.
In 2005, the County of San Mateo along with the Towns of Atherton and Hillsborough became members of the Alliance. To accomplish this, all 15 then current members together with the three new members approved and executed a First Amendment to and Restatement of the Joint Powers Agreement establishing the Alliance. The amended JPA provided for the addition of the new members and revised and made more flexible the committee structure of the Alliance.
Now, 16 years later, the City of Menlo Park and the Town of Portola Valley desire to join the Alliance and staff understands that the Town of Woodside may also consider membership. To facilitate adding these new members, the Alliance Board of Directors at its meeting on September 16, 2021, reviewed the proposed Second Amendment to and Restatement of the Joint Powers Agreement establishing the Alliance and approved it for presentation to both current and new members for approval and execution.
