Resolution approving a Third Amendment to the Consulting Services Agreement with Raimi + Associates expanding the scope of work to include a comprehensive benchmarking analysis of the City’s energy and water usage and greenhouse gas emissions for all City owned buildings and increasing the contract in an amount not-to-exceed $20,000.

WHEREAS, the City of South San Francisco (“City”) is currently undertaking the process to prepare a General Plan Update to its 1999 General Plan; and
WHEREAS, on March 27, 2019, through a competitive proposal process, the City selected Raimi + Associates as the consultant to assist the City with the General Plan Update and executed a Consulting Services Agreement (“Agreement”) with Raimi + Associates for an initial amount of $2,660,299; and
WHEREAS, on July 31, 2020, the City approved the First Amendment to the Agreement to include additional work relating to the Commission on Racial and Social Equity for the amount of $149,844 to be paid out of the project contingency funds; and
WHEREAS, on March 10, 2021, the City approved the Second Amendment to the Agreement for services relating to the General Plan Update for an additional amount of $629,762; and
WHEREAS, the scope of work under the Agreement includes preparation of a General Plan Update, Zoning Code Update and Environmental Impact Report; and
WHEREAS, in November 2020, the City Council selected a Preferred Land Use Scenario; and
WHEREAS, following selection of the Preferred Land Use Scenario, staff initiated work on a Climate Action Plan update; and
WHEREAS, a comprehensive benchmarking study of the City’s energy and water usage and greenhouse gas emissions for all City owned buildings will help guide decisions relating to future climate action goals and allow for transparency as the City tracks its Climate Action Planning goals; and
WHEREAS, staff recommends the Council approve a Third Amendment to the Agreement to expand the scope of work to include a comprehensive benchmarking analysis of the City’s energy and water usage and greenhouse gas emissions for all City owned buildings and to increase the contract in an amount not-to-exceed $20,000.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council hereby approves a Third Amendment to the Consulting Services Agreement with Raimi + Associates, a copy of which is attached hereto and incorporated as Exhibit A, to expand the scope of work to include preparation of a comprehensive benchmarking analysis of the City’s energy and water usage and greenhouse gas emissions for all City owned buildings and to increase the contract in an amount not-to-exceed $20,000.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager to execute the amendment in substantially the same form as Exhibit A, subject to approval as to form by the City Attorney.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of this resolution.
