WHEREAS, on April 14, 2021, City Council approved Resolution 72-2021 appropriating $2 million for at least two years of operations of a new Economic Mobility Resource Center (Resource Center); and

 

WHEREAS, on April 28, 2021, City Council approved Resolution 84-2021 authorizing the City Manager to enter into a lease for a vacant commercial space at 366 Grand Avenue to house the Resource Center; and

 

WHEREAS, while the 366 Grand Avenue property owner is delivering a clean shell space, the City must undertake a tenant improvement to make the space usable for the various services that will occupy the space; and

 

WHEREAS, to define the scope of the tenant improvement project and prepare construction documents to bid and secure a building permit, the City selected William Duff Architects (WDA) through Request for Proposals process; and

 

WHEREAS, the design process has since been completed, the building permit been applied for and approved, and the construction work competitively bid; and

 

WHEREAS, O K Construction of Antelope, California was the lowest responsible bidder for the work to complete necessary tenant improvements on the property; and

 

WHEREAS, staff recommends awarding the construction contract to O K Construction of Antelope, California in an amount not to exceed $210,550.00, which is the Grand Total Base Bid; and

 

WHEREAS, staff recommends a contingency in the amount of $50,000.00 to address any unforeseen conditions whereby project total Not-to-Exceed would equal $260,550.00; and

 

WHEREAS, the project will be funded by City Council’s appropriation for the Resource Center, approved by Resolution 72-2021.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the tenant improvement at the Economic Mobility Resource Center located at the City-leased facility at 366 Grand Avenue (Project No. 102203; Bid No. 2659) to O K Construction of Antelope, California, in an amount not to exceed $210,550.00 and waives minor irregularities to the bid that would not lead to the selection of a different contractor, conditioned on O K Construction’s timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsement, in accordance with Project documents.

 

BE IT FURTHER RESOLVED the City Council authorizes a total Project budget of $260,550.00 and authorizes the City Manager to utilize unspent amount of the total Project budget, if necessary, towards additional construction contingency budget.

 

BE IT FURTHER RESOLVED the City Council authorizes the Finance Department to establish the Project Budget consistent with the information contained in the staff report and authorizes City staff to approve the plans and specifications for said project prior to construction.

 

BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by O K Construction of the signed contract and all other documents, subject to approval by the City Attorney.

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the resolution.
