RECOMMENDATION
Recommendation
Staff recommends that the City Council , as recommended by the Planning Commission, adopt a resolution updating the City of South San Francisco's transportation impact analysis thresholds to comply with state-mandated change from level of service (LOS) to vehicle miles traveled (VMT), pursuant to Senate Bill 743 and new 2019 California Environmental Quality Act (CEQA) Guidelines.

In keeping with SB 743, staff is recommending appropriate VMT thresholds to allow the City of South San Francisco to transition to the VMT metric to assess environmental impacts.
