Resolution confirming the change in solid waste collection rates to be collected by the South San Francisco Scavenger Company effective July 1, 2019. (Christina Crosby, Interim Director of Finance).

WHEREAS, on July 9, 1997, the City Council approved a franchise agreement for collection and disposal of solid waste with the South San Francisco Scavenger Company; and
WHEREAS, under the terms the Franchise Agreement, every third year of the agreement the solid waste rates are adjusted based on a rate survey of cities throughout the San Francisco Bay Area, and adjusted by 80 percent of Consumer Price Index in the intervening years; and
WHEREAS, the South San Francisco Scavenger Company submitted a timely notice of intent to adjust its rates for solid waste and sludge hauling for Fiscal Year 2019-20; and
WHEREAS, the South San Francisco Scavenger Company’s proposed rate adjustment is consistent with the terms of the Franchise Agreement in that it is proposed to be increased by an amount equal to eighty percent (80%) of the percentage increase in the Consumer Price Index for Urban Wage Earners and Clencal Workers, as published and maintained by the United States Bureau of Labor Statistics for the San Francisco-Oakland Metropolitan Area; and
WHEREAS, City staff has reviewed and verified the data contained in the rate survey and the rate change calculation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby confirm the solid waste fees charged by the South San Francisco Scavenger Company for Fiscal Year 2019-2020 comply with the terms of the Franchise Agreement.
BE IT FURTHER RESOLVED, that the changes in the solid waste fees charged by the South San Francisco Scavenger Company will become effective July 1, 2019.
