RECOMMENDATION

Recommendation

Staff recommends that the Planning Commission accept the 2018 Genentech Annual Report pursuant to Chapter 20.260 of the South San Francisco Municipal Code.

 

Body

BACKGROUND/DISCUSSION

In 2007, the City adopted Genentech’s second campus Master Plan. As background, the first campus Master Plan was approved in 1995. The 2007 Genentech Facilities Ten-Year Master Plan (Master Plan) is a comprehensive document that anticipates up to six million square feet of new development for the campus. Genentech is currently updating the Master Plan and conducting environmental review for future development potential. Staff has retained appropriate environmental consultants to assist with peer review and anticipates that the proposed Master Plan will come before the Planning Commission for a study session and consideration by mid-2019.

 

In the interim, the Genentech Master Plan Overlay District Regulations (SSFMC Ch. 20.260) require an Annual Development Review. The Annual Development Review (Annual Report) must include the following, as appropriate:

 

1.                     Status of facility-wide improvements;

2.                     Progress in completing the required tasks outlined in the Genentech Facilities Ten-Year Master Plan (2007) Implementation Program;

3.                     Information about anticipated new construction or renovation projects;

4.                     An update on campus transportation and parking needs;

5.                     An update on mobile vendor (employee amenity) activities on campus;

6.                     A general update on the Transportation Demand Management (TDM) program;

7.                     An update on any changes to the security program;

8.                     Any projected changes in the use and requirements of facilities;

9.  Any proposed changes to the facility-wide development standards or design guidelines; and

10.                     Any changes that have been made to the Master Plan since the previous Annual Report.

 

The complete report is included as Attachment 1 to this staff report for the Planning Commission’s information and consideration.

 

CONCLUSION

Staff finds that the submitted report is consistent with the reporting requirements and recommends that the Planning Commission accept the 2018 Genentech Annual Report.
