Recommendation
It is recommended that the City Council adopt a resolution authorizing the Fire Department and Public Works Department to donate a surplus fire engine, a 2008 Spartan Fire Engine VIN # 4S7AT2F948C059610, to the Sister City of Atotonilco El Alto, Jalisco, Mexico.

BACKGROUND/DISCUSSION
Atotonilco El Alto is a Sister City to the City of South San Francisco. It is located in the central region of the state of Jalisco, México. The Sister City Program began in 1956 when President Dwight D. Eisenhower founded the program. The mission of the program is to promote peace through mutual respect, understanding, and cooperation – one individual, one community at a time.
In the spirit of this mission, the South San Francisco Fire Department (SSFFD) is requesting authorization to donate a retired surplus fire engine to the Protección Civil de Atotonilco El Alto. The Protección Civil is the branch of government in Atotonilco that is responsible for public safety, including fire, medical, and rescue response to the City of Atotonilco El Alto and its surrounding areas.
South San Francisco has a history of supplying surplus emergency vehicles to its Sister City of Atotonilco El Alto, Jalisco, Mexico including a 1987 Kovatch Mobile Equipment (KME) fire engine in 2012 and a rescue ambulance in 2018. Both vehicles have served the City of Atotonilco El Alto for years, providing valuable resources which the Protección Civil cannot normally afford to purchase without assistance.
