Resolution approving a First Amendment to the Product and Services Procurement Purchasing Agreement for body-worn cameras (BWC), mobile audio and video (MAV) equipment, conducted energy devices (Tasers), video software, and cloud storage services with Axon Enterprises Inc., in an additional amount of $1,937,507.88 and for a new not to exceed total amount $2,737,507.88; and authorizing the City Manager or designee to execute the agreement.

WHEREAS, in 2016, a San Mateo County Civil Grand Jury investigation and report called for law enforcement agencies in San Mateo County to implement body-worn camera programs if they did not already have one in place; and
WHEREAS, public expectations and evolving law enforcement practices have continued to emphasize transparency, accountability, and documentation of police interactions; and
WHEREAS, the South San Francisco Police Department has been long committed to these principles and has utilized MAV systems in patrol cars for approximately 17 years; and
WHEREAS, in 2016 the department implemented a body-worn camera program; and
WHEREAS, in 2021 the City Council approved a Product and Services Procurement Agreement ("Agreement") between the City of South San Francisco and Axon Enterprises, Inc., to provide MAV and BWC equipment, software, storage, and services with an end date of November 30, 2030; and
WHEREAS, replacing existing equipment will ensure continued reliability, manufacturer support, and compatibility with the Department's digital evidence management platform; and
WHEREAS, the proposed First Amendment expands the scope of purchase under the Agreement and includes hardware replacement, software licensing, cloud-based evidence storage, technical support, warranties, ongoing software updates, and scheduled equipment refresh at approximately the midpoint of the agreement; and
