Resolution to partially waive Building and Fire Permit fees associated with the South San Francisco Housing Authority’s C Street Housing Complex Electrification Project.

WHEREAS the South San Francisco Housing Authority (“Housing Authority”) owns and operates 80 public housing units within the C Street Housing Complex (“Complex”), which encompasses 38 residential addresses located near the Housing Authority’s 350 C Street office address in South San Francisco; and
WHEREAS due to the age of the buildings, some dating back to the 1940s, the Housing Authority is pursuing an electrification project (“the Project”) to modernize the Complex with fully electric utilities and appliances to improve resident safety and sustainability; and
WHEREAS in 2024, the Housing Authority was awarded a $3,030,240 Housing-Related Hazard Capital Fund grant by the U.S Department of Housing and Urban Development (HUD) for the Project; and
WHEREAS, since the grant was awarded, the Housing Authority has designed the Project but has not bid out the work; and
WHEREAS the Housing Authority has not yet submitted a Building or Fire Permit application for the Project, but City staff preliminarily estimates the total Building and Fire Permit fees will cost $111,883.06 based on the City’s current understanding of the Project and the fee rate set by the City’s 2026-2027 Master Fee Schedule; and
WHEREAS the City of South San Francisco 2023-2031 Housing Element identifies an acute shortage of housing units affordable to extremely low-income households in South San Francisco and Programs PRSV-1.3 and PRSRV-4.1 that respectively commit the City to prioritizing funding for housing rehabilitation for low-income households and supporting the Housing Authority to secure funding to update and modernize public housing units.
