Recommendation

By motion, adopt the City Council’s 2026 Priorities Action Plan.

BACKGROUND/DISCUSSION

The City Council held their annual priority-setting workshop on January 24, 2026. Staff have created an action plan based on those priorities.

 

The 2026 Priorities Action Plan framework maintains the same structure as the prior year, including the following five Major Focus Areas:

 

                     Housing and Supportive Services

                     Infrastructure and the Environment

                     Modern and Sustainable Organization

                     Quality of Life

                     Welcoming and Connected Community

 

Each of those Major Focus Areas has Key Strategies to help further refine an annual focus and Activities/Initiatives that will implement those strategies.

 

The complete 2026 Priorities Action Plan is attached, including Activities/Initiatives from 2025 that will continue into 2026.

 

FISCAL IMPACT

There is no direct cost of adopting the plan.  However, plan implementation requires resources that will be incorporated into the annual budget process for FY 2026-27.

 

RELATIONSHIP TO PRIORITIES ACTION PLAN

Approval of the 2026 Priorities Action Plan supports all Major Focus Areas and formally sets the City Council’s priorities for the year. Should new initiatives arise during the course the year, the City Council will have an opportunity to modify the plan.

 

CONCLUSION

Formal approval of the 2026 Priorities Action Plan supports prioritization of the City Council’s Key Strategies and connects to resource allocation for the City’s operating budget and Capital Improvement Plan.
