MOTION TO ADOPT STAFF RECOMMENDATIONS

1. Move to determine the project is exempt from CEQA.
2. Move to approve the planning entitlements subject to the attached Findings and Conditions of Approval.

RECOMMENDATION
Recommendation
Staff recommends that the Zoning Administrator conduct a public hearing and take the following action:

1. Determine that the Project is categorically exempt under the provision of CEQA, Class 1, Section 15301, Existing Facilities.

2. Approve the entitlements request for Projects P24-0106 and MUP25-0003, subject to the attached Findings and Conditions of Approval.

BACKGROUND/DISCUSSION
Planning Division received a Minor Use Permit application for a minor automobile/vehicle service and repair use (Acevedo's Tire Repair Shop) in November 2024. The project site was previously used as an indoor soccer facility and is proposed to change to a tire repair shop without any exterior modifications.

Site Overview
The subject site is located at 152 Utah Avenue and is approximately 41,665 square feet (0.96 acre) in area. There is an existing single-story building with 36 surface parking spaces along the south and east property lines. The building on the site is 15,118 square feet and approximately 32 feet in height. The project space is 10,277 square feet, consisting of an 8,452-square-foot tire service area, a 1,032-square-foot storage area, and 793-square-foot retail space.
