Resolution approving and authorizing the City Manager to execute a Consulting Services Agreement with Arup US, Inc. of San Francisco, California for $1,184,946 for the South San Francisco Shoreline Protection and Connectivity Feasibility Study.

WHEREAS, there is an identified area of the City of South San Francisco ("City") at risk from coastal flooding caused by storm driven waves and sea level rise; and

WHEREAS, City staff proposes a feasibility study to investigate sea level rise preventative measures and connectivity opportunities to protect the community ("Project"); and

WHEREAS, the Project requires expert consulting services for the engineering, planning, public outreach, and related other services; and

WHEREAS, staff issued a Request for Proposals (RFP) for engineering design services for the Project on May 12, 2025, on the SSF E-Procurement, OpenGov website; and

WHEREAS, final bid proposals in response to the RFP were received on the due date of June 23, 2025, from four (4) well-qualified, and multi-disciplinary professional consulting teams offering comprehensive services required for the Project; and

WHEREAS, all four consultant teams were also interviewed the week of July 7, 2025; and

WHEREAS, the selection of consulting services is not based on the lowest bidder, but on the firm's qualifications, expertise, and experience; and

WHEREAS, the proposal and interview review panel has determined that Arup US, Inc. of San Francisco, California and its team of subconsultants have presented the most qualified and experienced team for the City's Project; and

WHEREAS, Arup US, Inc. and its team of subconsultants are qualified and have extensive relevant experience, including completion of similar feasibility studies; and

WHEREAS, the estimated Project design budget is $1,184,946; and

WHEREAS, the design phase of the Project would be funded by the Ocean Protection Council (OPC) SB-1 and Caltrans Climate Adaptation Planning grants.
