Resolution authorizing the City Manager or authorized designee to execute an amendment to the agreement with the County of San Mateo for continued provision of animal control services for a three-year term extension beginning July 1, 2026, not to exceed $578,816 for Fiscal Year 2026-2027.

WHEREAS, Animal control has been one of the longest running regional/shared services in San Mateo County, in which all 20 cities in the County have participated since 1952, taking advantage of the economies of pooling resources to realize lower costs for services than each city could like achieve by providing its own resources; and

WHEREAS, the contract with the current provider, the Peninsula Humane Society & SPCA (PHS), expires June 30, 2026; and

WHEREAS, Animal control services are housed in a facility owned by the County at 12 Airport Boulevard in San Mateo; and

WHEREAS, on January 5, 2021, the County released a request for proposals to 71 organizations for an Animal Care, Control and Shelter Service Contractor serving San Mateo County; and

WHEREAS, on March 4, 2021, a review committee evaluated the proposals and it was determined that two were acceptable; however, PHS scored higher overall and was selected; and

WHEREAS, the parties may extend the term for an additional three years if all parties mutually agree in writing; and

WHEREAS, the three-year extension shall be from July 1, 2026 - June 30, 2029, with a total contract amount for regional services of $21,665,293.27; and

WHEREAS, Animal control services to be provided by this contract include, but are not limited to, response to local requests for animal rescue, capture of at-large stray animals, investigation of animal bites and attacks, removal of dead animals from public property, response to situations in which wildlife come into contact with humans, enforcement of leash laws and local ordinances, euthanize animals where necessary, collection of animals that are injured or confined at schools...
