Recommendation
Staff recommend that the City Council adopt a resolution to:
1. Authorize Budget Amendment Number 26.014 to transfer $521,016.90 from CIP Project tr2302 to CIP Project tr2403;
2. Increase the construction contract and contingency for Bay Area Lightworks under tr2403; and
3. Close CIP Project tr2302.

BACKGROUND/DISCUSSION
The Traffic Signal Safety Improvement Project (tr2403) was established to improve intersection safety by installing a new traffic signal at Junipero Serra Blvd and Arroyo Drive, modifying signal timing at selected Grand Avenue intersections, and retrofitting 64 signalized intersections with retroreflective backplates.
As part of the construction project, Bay Area Lightworks performed an inventory of signal heads to identify the required replacements. While only 12 were initially estimated to need replacement, the assessment identified over 120 signal heads, illuminated street name signs, and mounting brackets that were corroded or otherwise obsolete and in need of replacement. City electrical maintenance staff confirmed these replacements were required.
The Right of Way Infrastructure Assessment and Upgrades Project (tr2302) was established to resume a previously paused sidewalk and infrastructure inventory and to support upgrades to signal backplates. That project has completed its scope, including a citywide sidewalk inventory by Precision Emprise LLC dba Precision Concrete, to the satisfaction of staff.
