WHEREAS, in 2017 the City of South San Francisco entered into a consulting services agreement with e-Builder, Inc. to implement a cloud-based capital project management software suite supporting the City's Capital Improvement Program (CIP); and

WHEREAS, in 2022 the City Council approved a First Amendment to the agreement, extending the contract through November 7, 2025, and increasing the contract authority to $989,668; and

WHEREAS, e-Builder, Inc. has since rebranded as Trimble Unity Construct (Unity Construct), continuing to provide the same software and support services; and

WHEREAS, Unity Construct is fully integrated into the City's CIP workflows, reporting structures, and project data, and serves as a sole source vendor due to the continuity of services and costs that would be incurred if the City were to change systems; and

WHEREAS, Unity Construct has become an essential tool for administering the City's CIP and will be critical to ensuring seamless integration with the City's forthcoming upgrade to the Workday Enterprise Resource Planning (ERP) system; and

WHEREAS, staff has determined that Trimble Unity Construct is a sole source provider due to its integration into the City's existing Capital Improvement Program workflows and project data, and that no other vendor can reasonably provide the required continuity of service; and

WHEREAS, annual service and maintenance fees for a five-year period are estimated at $625,000, including subscription services and anticipated service orders for additional features, and will be funded through the Information Technology Department's Operating Budget, Software Maintenance (account 785-16110-5040); and
