Recommendation
Staff recommends that the City Council adopt a resolution awarding a construction contract to JDB and Sons Construction, Inc. of San Francisco, California, for Sanitary Sewer Spot Repair and Rehabilitation Project (No. SS2502, Bid No. 2707) in an amount not to exceed $1,397,850 authorizing a total construction contract authority budget of $1,684,400 and authorizing the City Manager to execute the agreement on behalf of the City; and approving associated Budget Amendment Number 26.040.

BACKGROUND/DISCUSSION
The Sanitary Sewer Spot Repair and Rehabilitation Project (Project) is part of the City's ongoing program to rehabilitate or replace its aging sewer system and eliminate potential health hazards to the public.

Earlier this year, sewer lines were thoroughly cleaned and inspected as part of the Citywide Sewer Inspection Program. These inspections identified areas of concern where the sewer lines have deteriorated over time and may be at risk of blockages, leaks, or collapse. The rehabilitation work included in this Project will address these deficiencies, helping to restore the system's integrity and extend the life of the pipes.

This Project will focus on replacing the identified damaged and deteriorated sewer segments within the Winston Serra neighborhood, located in the northeastern part of the City (see Attachment 1 - Vicinity Map). This area is also scheduled to receive a surface seal treatment in Summer 2026.
