Resolution awarding a construction agreement to B.E.A.M. Construction, Inc. of San Francisco, California for the Orange Memorial Park Restroom Renovation Project in an amount not to exceed $258,587 and authorizing the City Manager to execute the agreement on behalf of the City.

WHEREAS, the Orange Memorial Park Restroom Renovation Project will rehabilitate the interior and exterior of the restrooms located on Memorial Drive by removing all amenities and finishes and replacing with modern, more hygienic materials and fixtures; and
WHEREAS, the City issued a notice inviting bids for the project on January 28, 2026; and
WHEREAS, on February 24, 2026, the City received seven complete bids; and
WHEREAS, staff reviewed all bids and identified that the lowest responsive and responsible bidder was B.E.A.M. Construction, Inc. of San Francisco, California. Staff verified the low bidder's contractors license with the California State Licensing Board is valid and found it to be in good standing; and
WHEREAS, staff recommends awarding the construction contract to B.E.A.M. Construction, Inc. of San Francisco, California with a base bid amount of $223,587; and
WHEREAS, staff also requests the City Council to authorize an additional $35,000 for project contingency, for a total construction contract authority of $258,587; and
WHEREAS, funding is available through Community Development Block Grant Coronavirus (CDBG-CV) funds as well as $100,000 of General Fund monies previously allocated to this project in Fiscal Year 2022-23.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the Orange Memorial Park Restroom Renovation Project in an amount not to exceed $258,587 including contingency, conditioned on B.E.A.M.
