Resolution authorizing execution of a Professional Services Agreement with TDG Engineering, Inc. for preparation of the Vision Zero Action Plan (TR2501)

WHEREAS, on February 24, 2021, the City Council adopted Resolution No. 40-2021 establishing the City's Vision Zero goal of eliminating traffic deaths and severe injuries and directing staff to prepare a Vision Zero Action Plan; and

WHEREAS, on May 8, 2024, the City Council adopted Resolution No. 64-2024 authorizing submittal of a grant application to the federal Safe Streets and Roads for All (SS4A) program for funding to prepare a Vision Zero Action Plan; and

WHEREAS, on October 22, 2025, the City Council adopted Resolution No. 154-2025 accepting a $400,000 grant award from the United States Department of Transportation (USDOT), administered through the Federal Highway Administration (FHWA), to develop and implement the Vision Zero Action Plan, and updating Capital Improvement Project TR2501 accordingly; and

WHEREAS, the Vision Zero Action Plan will establish a comprehensive and data-driven framework to eliminate fatal and severe injury crashes in South San Francisco, consistent with federal SS4A requirements and the City's adopted Vision Zero Policy; and

WHEREAS, on November 4, 2025, the City issued a Request for Qualifications/Proposals seeking a qualified consultant team to prepare the Vision Zero Action Plan, and proposals were evaluated based on Technical Approach & Safety Impact, Team Qualifications & Capacity, and Experience with Similar Plans; and

WHEREAS, following evaluation of proposals, staff determined that TDG Engineering, Inc. is the most qualified firm to perform the required services; and

WHEREAS, the proposed Professional Services Agreement provides for preparation of the Vision Zero Action Plan, including data analysis, community engagement, policy and program development, prioritization of projects, an education campaign strategy, an evaluation framework, and a public-facin...
