WHEREAS, the City of South San Francisco ("City") issued a Request for Proposals for Landscape Maintenance Services on March 1, 2021; and

WHEREAS, the City awarded an agreement to Frank and Grossman Landscape Contractors, Inc. of Hayward, California for the Right-of-Way Landscape Maintenance Services Project and an agreement to Gothic Landscaping of San Jose, California for the Common Greens Landscape Maintenance Services Project based on the firms' qualifications, experience, project understanding, and cost proposals; and

WHEREAS, the initial terms of those agreements ended on June 30, 2023; and

WHEREAS, the first amendments to the agreements ended on June 30, 2024; and

WHEREAS, the second amendments to the agreements ended on June 30, 2025; and

WHEREAS, the third amendments to the agreements expire on June 30, 2026; and

WHEREAS, staff has favorably reviewed the performance of both contractors throughout the terms of the agreements; and

WHEREAS, the City has initiated a competitive procurement process for future landscape maintenance services through Request for Proposals Project No. PR-LMROW-0726 for Right-of-Way Landscape Maintenance Services and Request for Proposals Project No. PR-CGLM-0726 for Common Greens Landscape Maintenance Services in early 2026, both of which were advertised and closed on June 5, 2026; and

WHEREAS, implementation requirements associated with California Assembly Bill 339, including additional noticing requirements related to affected bargaining units, have extended the anticipated procurement timeline; and
