Staff recommends that the City Council approve a motion to receive and file the City’s Community Development Block Grant Program Year 2025-2026 Consolidated Annual Performance and Evaluation Report.

BACKGROUND/DISCUSSION
The U.S. Department of Housing and Urban Development (HUD) requires jurisdictions that receive Community Development Block Grant (CDBG) funds to submit a year-end Consolidated Annual Performance and Evaluation Report (CAPER) each year. The CAPER describes how the City utilized its CDBG funds to address the City’s housing and community development needs and evaluates the City’s accomplishments toward the goals the City set in the Program Year (PY) 2025-2026 Annual Action Plan (AAP).
The CAPER identifies the activities funded, the community members served, and the outcomes achieved. It also provides an accounting of CDBG funds allocated, expended, and/or reprogrammed during PY 2025-2026. The report enables HUD and the community to assess the City's progress in meeting its housing and community development goals. Pursuant to CDBG regulations, the City must provide a 15-day public comment period for the CAPER prior to submitting it to HUD. A public notice relating to the availability of the draft CAPER was advertised in the San Mateo County Times and posted on the City’s website on August 28, 2026. The draft report was made available online via the City website as well as at the City’s Economic & Community Development Department offices and public libraries. The public comment period was open from September 11 through September 27, 2026. Any comments received during the public comment period will be reviewed and incorporated into the CAPER, as appropriate, before its submission to HUD.
