Recommendation
Staff recommends that the City Council adopt a resolution awarding a construction agreement to B.E.A.M. Construction, Inc. of San Francisco, California for the Orange Memorial Park Restroom Renovation Project in an amount not to exceed $258,587 ($223,587 base bid plus $35,000 contingency) and authorizing the City Manager to execute the construction agreement on behalf of the City.

BACKGROUND/DISCUSSION
In October 2023, the renewed sports field at Orange Memorial Park opened. Since then, the field has experienced approximately five times more visitors per month than it did prior to construction. This in turn has increased demand for the restrooms located on Memorial Drive.

These restrooms were not rehabilitated during the larger sports field project and have not been renovated since their original construction. Many of the plumbing fixtures and amenities have reached the end of their useful life and warrant replacement. Additionally, despite enhanced cleaning practices and expenditures, staff are unable to remove odors and stains that have become embedded in the grout and other porous surfaces.

In Fiscal Year 2022/23, staff requested $100,000 for minor renovations to the restrooms, but as the project advanced, it became apparent that more extensive work was required, including upgrades to electrical, plumbing, and ventilation systems. As such, staff entered into a contract with Dreiling Terrones Architecture, Inc. (DTA) for design services.
