Resolution authorizing the City Manager to execute a Second Amendment to a Memorandum of Understanding (MOU) with the San Mateo County Transportation Authority (SMCTA), Peninsula Corridor Joint Powers Board (PCJPB), and the City of San Bruno, amending project scope and increasing the local match participation budget for the South Linden Avenue and Scott Street Grade Separation Project (Project No. st1004).

WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half-cent transactions and use tax in San Mateo County for 20 years with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and
WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA of the Measure A half-cent transaction and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan, beginning January 1, 2009 (New Measure A); and
WHEREAS, on November 7, 2013, the TA programmed and allocated up to $650,000 from the Measure A Grade Separation Program Category for the South Linden Avenue and Scott Street Grade Separation Project ("Project") Study Report (PSR) through Resolution 2013-24; and
WHEREAS, the City of South San Francisco ("City") and the City of San Bruno (collectively, "Sponsors"), collaborated with the PCJPB to complete the PSR in April 2021; and
WHEREAS, the Sponsors selected a preferred alternative for the Project and requested the TA provide $4,950,000 in funds to support the Preliminary Engineering/Environmental phase of the Project of the estimated $5,500,000 in costs for this phase; and
WHEREAS, the Project meets the intent of the 1988 Transportation Expenditure Plan, and the 2004 Transportation Expenditure Plan designates 15 percent of...
