Recommendation
It is recommended that the City Council adopt a resolution authorizing the City Manager or authorized designee to execute an extension agreement with Turbo Data Systems, Inc. for parking citation processing, adjudication services, traffic citation processing, and issuance of equipment for a nine (9) month term extension of the existing contract not to exceed $56,250 commencing on July 1, 2026 through March 31, 2027.

BACKGROUND/DISCUSSION
In the late 1990's, California state law decriminalized parking citations and shortly thereafter, San Mateo County Superior Court transferred the responsibility for parking citation processing and collection to local law enforcement agencies. Rather than form a joint powers agency within San Mateo County, it was determined to be most efficient for the County and local agencies to issue a combined request for proposals (RFP) with the successful vendor entering into individual contracts with each agency. By combining the volume of all ticketing agencies (including the City of South San Francisco), each agency would receive the best processing rates and the highest levels of service. In 1999, an RFP was issued and Turbo Data Systems, Inc. was selected. Subsequent RFPs were issued in 2006, 2014, and 2020 and Turbo Data Systems, Inc. was again the vendor of choice.
