WHEREAS, the State of California Department of Transportation ("Caltrans") has announced the FY 2026-27 Sustainable Communities Competitive Grant program to fund transportation planning projects that promote multimodal mobility, equity, and greenhouse gas reduction; and

WHEREAS, the City of South San Francisco seeks to develop a Multimodal Transportation Action Plan (MTAP) to integrate pedestrian, bicycle, transit, parking, and TDM strategies, with particular emphasis on equitable mobility for aging adults and communities east of US 101; and

WHEREAS, the City's proposed MTAP builds upon the existing Active South City bicycle and pedestrian plan and will fill gaps in transit coordination, parking management, and demand-management strategies; and

WHEREAS, the total estimated cost of the project is between Four Hundred Fifty Thousand Dollars ($450,000) and Seven Hundred Thousand Dollars ($700,000); and

WHEREAS, Caltrans requires a local match contribution of 11.47%, to be provided by the City; and

WHEREAS, the City desires to demonstrate its commitment to the success of the project by providing a local overmatch of up to $100,000, to be funded equally by the Citywide Traffic Impact Fee Fund and the East of 101 Traffic Impact Fee Fund; and

WHEREAS, the City has designated funding sources available in the Citywide Traffic Impact Fee fund and the East of 101 Traffic Impact Fee fund, and proposes to split the required local match equally between these two funds.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that:

1. Staff is authorized to submit an application for the Caltrans FY 2026-27 Sustainable Communities Competitive Grant for the purpose of developing a Multimodal Transportation Action Plan.
