Resolution approving the Lease and Concessionaire Agreement for Use of Space in the Library | Parks and Recreation Center between the City of South San Francisco and Mata MV Corporation (d.b.a. Morning Vibes Caf?).

WHEREAS, in designing the Library | Parks and Recreation Center, a future caf? was anticipated and incorporated into the facility's design, and the addition of a caf? operator will enhance this well-utilized community hub by further supporting social well-being, community gathering, and spaces for work and play; and

WHEREAS, on June 13, 2025, the City issued the first request for proposals (RFP) and receiving no responsive proposals, the evaluation team used this opportunity to refine the application process and develop a detailed checklist to assist vendors in submitting complete proposals; and

WHEREAS, on August 28, 2025, the City issued the second RFP and received four responsive proposals, of which the top three were shortlisted for interviews; and

WHEREAS, following interviews and an in-person visit to their existing Morning Vibes Cafe, Mata MV Corporation was selected as the preferred caf? operator based on their operational capacity, quality of offerings, and overall readiness to operate at the Library | Parks and Recreation Center; and

WHEREAS, the caf? operator will actively serve the community through initiatives that support local events and programs, foster educational and youth opportunities, and contribute to philanthropic and mentorship efforts; and

WHEREAS, the caf? operator will track and report on supported programs, participants reached, and measurable outcomes to ensure transparency and ongoing alignment with community needs; and

WHEREAS, approving the lease agreement will result in no fiscal impact to the General Fund.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the Lease and Concessionaire Agreement for Use of Space in the Librar...
