Staff recommends that the City Council, by motion, accept the construction improvements of the Community Development Block Grant Ramps and Paths Project (Project No. ST2506) as complete in accordance with the project plans and specifications.

BACKGROUND/DISCUSSION
The Community Development Block Grant (CDBG) Ramps and Paths Project (Project No. ST2506) was constructed by JJR Construction, Inc. under a contract awarded in the amount of $723,267.25. Subsequent change orders totaling $82,088.70 were issued, bringing the final total construction cost to $805,355.95.
The project included removal and reconstruction of approximately 80 curb ramps throughout various locations in the City and construction of an accessible path at Cypress and Pine Park. The improvements were located within eligible low- and moderate-income census areas in compliance with CDBG program requirements. All work was performed in accordance with the 2010 Americans with Disabilities Act (ADA) Standards and the Public Right-of-Way Accessibility Guidelines (PROWAG).
The City's inspector and the Engineer of Record have certified all constructed ADA ramps and approved them using standard Caltrans inspection forms. The project was completed on October 15, 2025, and final inspection confirmed that all improvements were constructed in accordance with the approved plans and specifications.
FISCAL IMPACT
All construction funding for this project was provided by a federal CDBG. No City funds were used for construction.
