WHEREAS, the City of South San Francisco ("City") adopted the 2024-25 Capital Improvement Program (CIP), which includes Project No. st1703 for the SSF Bridge Repairs Project partially funded by the Highway Bridge Program (HBP) Grant; and

WHEREAS, the Project proposes rehabilitation repairs as identified in the Caltrans bridge inspection reports through the Bridge Preventive Maintenance Program (BPMP); and

WHEREAS, the Project requires construction management and inspection services during the construction phase; and

WHEREAS, staff advertised and received proposals on February 5, 2026, from nine (9) well-qualified, multi-disciplinary, and success oriented professional consulting firms offering all-inclusive services required for the Project; and

WHEREAS, after reviewing the proposals, staff invited three (3) consultant firms for interviews held on March 26, 2026; and

WHEREAS, the interview panel consisted of members from the City's Public Works Department, comprised of the City's Senior Civil Engineers; and

WHEREAS, the selection of consulting services is not based on the lowest bidder, but on the firm's expertise, experience, and knowledge with similar BPMP projects; and

WHEREAS, staff recommends awarding the Consulting Services Agreement to BKF Engineers (formerly MNS Engineers, Inc., the entity that first responded to the City's request for proposal) in an amount not to exceed $399,179.
