Recommendation
It is recommended that the City Council adopt a resolution accepting an award of $60,000 in grant funding made available through the Alcohol Policing Partnership (APP) administered by the Department of Alcoholic Beverage Control (ABC), to be used for personnel overtime, equipment, travel, and training expenses and amend the Police Department's Operating Budget for Fiscal Year 2024-25.

BACKGROUND/DISCUSSION
The Police Department applied for grant funding and was awarded $60,000 through the Alcohol Policing Partnership (APP), which is administered by the Department of Alcoholic Beverage Control (ABC).
The goal of this grant is intended to work with law enforcement agencies to develop an effective, comprehensive, and strategic approach to eliminate crime and public nuisance problems associated with problem alcohol outlets.
The funds will be utilized for implementation of ABC's Minor Decoy, Shoulder Tap Programs, and conducting Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) Inspections. These programs target both ABC licensed premises and individuals who furnish alcoholic beverages to the underage operators. The project is targeted to reduce underage drinking and the resultant DUI driving injuries and fatalities, and/or property damages, reduce youth access to alcoholic beverages through the education of licensee(s), enforcement intervention, and the impressions of omnipresence of law enforcement.
