It is recommended that the City Council adopt the attached resolution accepting $7,750 from the State of California, Office of Traffic Safety (OTS) for the "Traffic Records Improvement Project" (TRIP) to be used for the purchase of software, service, and technical support and to amend the Police Department's operating budget for Fiscal Year 2020-2021.

BACKGROUND/DISCUSSION
In January 2020, the Police Department submitted a grant application to the State of California, Office of Traffic Safety (OTS) for funding of software, service, and technical support for the "Traffic Records Improvement Project" (TRIP). The grant is administered by OTS with funding provided by the National Highway Traffic Safety Administration (NHTSA). This program will supplement normal police staffing for Traffic Records efforts.
The goal of the grant is to reduce the number of persons killed and injured in traffic collisions. The objective is to upgrade existing Police Department traffic collision reporting procedures in order to electronically export traffic collision reports to the California Highway Patrol.
Currently, the Police Department Records division manually processes hundreds of traffic collision reports per year by printing them on paper and mailing them to SWITRS via the United States Postal Service. This method is laborious, slow, and inefficient for both our agency and SWITRS. This delays the reporting and processing of valuable collision data.
