Resolution authorizing the filing of an application for the San Mateo County Transportation Authority Highway Program Grant for up to $17,000,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project and approving Budget Amendment Number 26.017

Body
WHEREAS, the Town of Colma proposes to design and construct bicycle and pedestrian improvements along El Camino Real; and

WHEREAS, in October 2023, Colma reached out to South San Francisco to request partnership to extend this project into South San Francisco; and

WHEREAS, Segments A and B of the project are within the Town of Colma. Segment C of the project is from Arlington Drive to Hickey Boulevard in the City of South San Francisco; and

WHEREAS, the Project proposes to install a Class I multi-use path along Segment C; and

WHEREAS, the San Mateo County Transportation Authority (SMCTA) Measure A and W Highway Program provides grants for projects that reduce traffic congestion and improve throughput and safety on the most critical commute corridors in San Mateo County; and

WHEREAS, staff requests that the City Council approve an application for the San Mateo County Transportation Authority (SMCTA) Measure A and W Highway Program Grant for up to $17,000,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project (tr2415); and

WHEREAS, the total request of SMCTA Highway Funds would be up to $17 million to fund the design and right of way (ROW) acquisition for Segments A and C and the ROW only for Segment B. An estimated maximum of $5.5 million in SMCTA highway funds would be allocated for Segment C design (South San Francisco); and

WHEREAS, staff also requests City Council authorize a 10% local match of up to $250,000 for Segment C, if the SMCTA Highway Grant is awarded, with the required match reduced by the recently awarded $300,000 grant from the Metropolitan Transportation Commission (MTC); and
