A Resolution of the Parking Place Commission of the City of South San Francisco affirming parking rates and time limits for inclusion in the Fiscal Year 2026-27 Master Fee Schedule

WHEREAS, Municipal Code Section 11.56.020 states that parking rates and time limits for City parking facilities are approved by resolution of the Parking Place Commission and included in the City's Master Fee Schedule; and
WHEREAS, the Master Fee Schedule is adopted each year by the City Council as part of the City's budget process; and
WHEREAS, the City recently completed a Downtown Parking Study prepared by Kimley-Horn and Associates that reviewed parking conditions on Grand Avenue, Linden Avenue, City parking lots, and the Miller Parking Garage; and
WHEREAS, the study found that peak parking use in the downtown area reached approximately 83 percent on weekdays and 96 percent on weekends, which is higher than the recommended operating level of about 85 percent; and
WHEREAS, when parking use is too high, drivers may have difficulty finding available parking spaces, which can lead to increased traffic, congestion, and illegal parking; and
WHEREAS, adjusting parking rates is a common strategy used by cities to improve parking availability and encourage turnover of the most convenient parking spaces; and
WHEREAS, slightly higher rates for curbside parking can encourage short visits while directing longer parking stays to parking lots and garages; and
WHEREAS, parking revenue also helps support the operation, maintenance, and improvement of the City's downtown parking district, including parking facilities, enforcement, signage, and parking system improvements; and
WHEREAS, Exhibit A of this resolution lists the parking rates and time limits that will be included in the Fiscal Year 2026-27 Master Fee Schedule.
