Receive a progress update on the 2026 City Council Priorities Action Plan.

BACKGROUND/DISCUSSION
The City Council held their annual priority-setting workshop on January 24, 2026. Staff created an action plan based on those priorities and presented it to the City Council on April 8, 2026. The City Council adopted that plan and identified additional priorities for consideration. The amended action plan was approved on May 13, 2026.

The narrative below provides a brief status update on the action plan.

MAJOR FOCUS AREA: HOUSING AND SUPPORTIVE SERVICES

Key Strategy
Encourage balanced housing supply (including rent & own, workforce)
Activity/Initiative
Select developer for 905 Linden for for-sale, affordable developer
Status Update
Habitat for Humanity Greater San Francisco has been selected. An exclusive negotiation rights agreement (ENRA) has been executed. During the coming year, Habitat will seek entitlements for 8-10 ownership units.


Activity/Initiative
Ownership: Zoning Text Amendment to allow accessory dwelling units (ADUs) to be sold separately from primary dwelling units.
Status Update
Ordinance is being developed for PC recommendation to CC for consideration of approval.


Activity/Initiative
Rental: Pursue Affordable Housing and Sustainable Communities (AHSC) Round 10 application for 1051 Mission Road.
Status Update
Application met threshold. Should have preliminary scoring from the Strategic Growth Council by September 2026, with awards published in December 2026.

Continue Implementing the Anti-Displacement Plan

Update relocation ordinance and increase access to legal services.
