Resolution approving a Lease and Concessionaire Agreement between the City of South San Francisco and Mata MV Corporation (d.b.a. Morning Vibes Caf?) to operate a caf? in the Library | Parks and Recreation Center.

WHEREAS, in designing the Library | Parks and Recreation Center, a future caf? was anticipated and incorporated into the facility's design, and the addition of a caf? operator will enhance this well-utilized community hub by further supporting social well-being, community gathering, and spaces for work and play while enhancing City revenue; and

WHEREAS, on June 13, 2025, the City issued the first request for proposals (RFP) and receiving no responsive proposals, the evaluation team used this opportunity to refine the application process and develop a detailed checklist to assist vendors in submitting complete proposals; and

WHEREAS, on August 28, 2025, the City issued the second RFP and received four responsive proposals, of which the top three were shortlisted for interviews; and

WHEREAS, following interviews and an in-person visit to their existing Morning Vibes Cafe, Mata MV Corporation was identified as the highest ranked potential caf? operator based on their operational capacity, quality of offerings, and overall readiness to operate at the Library | Parks and Recreation Center; and

WHEREAS, with City Council direction, staff renegotiated proposed lease terms, including base monthly rent of $500 and to establish percentage rent based on monthly gross sales at the following rates: 4% in year 1, 4.5% in year 2, and 5% in year 3 and each year thereafter; and

WHEREAS, the caf? operator has agreed to the proposed lease terms; and

WHEREAS, approving the lease agreement will result in a base monthly rent of $6,000 in year 1 of the lease agreement as well as percentage rent based on monthly gross sales of 4% in year 1, 4.5% in year 2, and 5% in year 3 and each year thereafter.
