Recommendation
Staff recommends that City Council move to adopt the revised Legislative Platform.

BACKGROUND/DISCUSSION
At the City Council meeting on March 25, 2026, City Council directed staff to prepare a Legislative Platform for Council’s consideration. City staff presented the Legislative Platform at the May 27, 2026 meeting and received City Council feedback and recommendations for additional policies.
City staff worked with Townsend Public Affairs, Inc., the City’s state legislative advocacy firm, to revise the platform based on Council’s comments (see Attachment 1). The revisions included adding policies regarding the following topics as well as minor edits for clarity.
• Increasing the supply of for-sale affordable housing;
• Streamlining the California Environmental Quality Act (CEQA) for public and active transportation projects;
• Supporting utility rate affordability;
• Promoting renewable energy and grid resilience;
• Support for mental health services and safety net support for residents; and
• Support for immigrant individuals and families.
The Legislative Platform establishes a clear framework to guide the City Council, City Manager, staff, and the City’s legislative advocates in advancing state and federal policies that support South San Francisco’s priorities.
FISCAL IMPACT
Approval and implementation of the Legislative Platform does not have additional fiscal impact. Budget for the City’s state lobbying services is included in the City Manager Department’s operating budget.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
Implementation of the Legislative Platform assists with all five major focus areas in the City Council Priorities Action Plan, as described further in the Revised Legislative Platform attachment.
