WHEREAS, under direction of the City Council, appointed negotiators met and conferred with representatives of the American Federation of State, County and Municipal Employees (AFSCME) Local 829, Teamsters Local 856 Mid-Management Unit, Teamsters Local 856 Confidential Unit, South San Francisco Police Association, and International Association of Firefighters (IAFF) Local 1507 and have reached tentative agreement with each bargaining unit over compensation and other terms and conditions of employment; and

WHEREAS, the tentative agreements on compensation and other terms are memorialized in proposed Memorandums of Understanding ("MOU") for the term of July 1, 2025-June 30, 2027; and

WHEREAS, each MOU provides for a four percent (4%) across-the-board wage adjustment for all covered positions in the first year of the agreement, a four percent (4%) across-the-board wage adjustment for all covered positions in the second year of the agreement, and equity adjustments for specified job classifications based on survey market position; and

WHEREAS, the MOUs provide for enhancements to other terms of compensation, including longevity premium pay, education incentives, shift differential, and increases to stipends and allowances, and

WHEREAS, staff recommends approval of the MOUs in order to provide wage adjustments to account for cost-of-living increases, to improve recruitment and retention, and to maintain a competitive position relative to other Bay Area cities.
