Resolution authorizing the City Manager to enter into a services agreement with the South San Francisco Unified School District in an amount not to exceed $635,378 for the Parks and Recreation Department to operate an extended learning program for students enrolled in the South San Francisco Unified School District's Expanded Learning Opportunities Program for the 2024-2025 school year.

WHEREAS, the City of South San Francisco (City) has a long history of partnering with the South San Francisco Unified School District (District); and

WHEREAS, the City's Parks and Recreation Department received a request from District staff to partner with the District to continue an extended day program through the Expanded Learning Opportunities Program (ELOP) for the 2024-2025 school year, and the City is one of several providers who have been engaged to support the District's ELOP; and

WHEREAS, ELOP is a state-mandated program from the California Department of Education that provides funding for after school and summer school enrichment programs for transitional kindergarten through sixth grade, with a focus on local educational agencies (LEAs) with the highest concentration of targeted disadvantaged students (English learners and students categorically eligible for free or reduced-price meals); and

WHEREAS, LEAs must operate the ELOP pursuant to the requirements in California Education Code Section 46120, including the development of a program plan; and

WHEREAS, the Parks and Recreation Department continues to operate an ELOP on the six campuses where the City currently operates programs: Buri Buri Elementary School, Los Cerritos Elementary School, Martin Elementary School, Monte Verde Elementary School, Ponderosa Elementary School, and Spruce Elementary School; and

WHEREAS, the City's ELOP would serve up to 20 children per school site in grades transitional kindergarten to fifth grade.
