Recommendation

It is recommended that the City Council receive the 2025 Legislative Update.

BACKGROUND/DISCUSSION

Townsend Public Affairs (TPA) has served as the City of South San Francisco’s state lobbying firm and grant support services since 2015. Since inception, TPA’s services have directly led to over $12.8 million in grant funds for the City. Most recently, TPA had a direct role in working with Senator Josh Becker’s office on Senate Bill (SB) 390, which was signed into law by Governor Newsom, which addressed a loophole in the Mello-Roos Act that positions the City to move forward with a potential community facilities district (CFD) in the East of 101 area to provide the infrastructure necessary in response to anticipated growth in the number of employees.

 

Niccolo De Luca, Vice President from TPA will be presenting the 2025 Legislative Update, including as Attachment 1.

 

FISCAL IMPACT

Receiving the 2025 Legislative Update has no fiscal impact.

 

RELATIONSHIP TO STRATEGIC PLAN

TPA’s legislative and grant services support all the major focus areas from the City Council’s fiscal year 2025-26 Action Plan: Housing and Supportive Services, Quality of Life, Modern and Sustainable Organization, and Welcoming and Connected Community.

 

CONCLUSION

The 2025 Legislative Update provides an overview of the 2025 Legislative session, with a focus on legislation that directly supported South San Francisco (SB 390) and other legislation that will impact the City.
