It is recommended the Commission review and comment on the City’s draft Administrative Instruction on Gender Inclusive Restrooms and Locker Room Policy.

BACKGROUND/DISCUSSION
The City of South San Francisco is in the process of developing a new city-wide gender inclusive restroom and locker room policy for the public. The SSF’s city attorney’s office drafted a policy which has been reviewed by city personnel and is now asking the Commission on Equity and Public Safety for its review and comments. After the Commission’s comments have been incorporated into the policy, the policy will be presented to City Council for their input.
New York City currently appears to be one of very few US cities with an explicit policy to allow members of the public to use single-gender restrooms in accordance with their gender expression or identity. Attached is their poster with guidance, and their ordinance from the New York City Commission on Human Rights’ Legal Enforcement Guidance in Discrimination on the Basis of Gender Identity or Expression for reference.
CONCLUSION
The Commission will review and comment on the City’s draft Administrative Instruction on Gender Inclusive Restrooms and Locker Room Policy.
