Recommendation
Staff recommends that the City Council adopt a resolution awarding a construction contract to Tri-Valley Contracting, Inc. of Orinda, California for Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project No. TR2502, Bid No. 2703) in an amount not to exceed $370,295.50, authorizing a total construction contract authority budget of $445,000.00, and authorizing the City Manager to execute the agreement on behalf of the City, and approving Budget Amendment Number 25.052 to add $120,000 to the project budget.

BACKGROUND/DISCUSSION
The Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project) aims to improve safety and reduce traffic stress for bicyclists by upgrading the existing buffered bike lanes to protected Class IV bikeways. This will be achieved through the installation of physical barriers-specifically, green K71 bollards-along a two-mile corridor from Hickey Boulevard to Avalon Drive. See Attachment 1 - Vicinity Map. This segment is identified as a future low-stress bikeway facility in the Active South City Plan, and the proposed improvements are expected to significantly enhance the safety, comfort, and accessibility for cyclists of all ages and abilities. By increasing separation between vehicle and bicycle traffic, the Project promotes active transportation and supports the City's efforts to encourage sustainable, multimodal mobility options within the community.
