Staff recommends that the City Council adopt a resolution awarding a construction contract to R&S Construction Management, Inc. of San Francisco, California, for the Safe Routes to School 2026 project (Project No. st2507) in an amount not to exceed $2,837,985.75, authorizing a total construction contract authority budget of $3,405,582.90, and authorizing the City Manager or authorized designee to execute the agreement on behalf of the City.

BACKGROUND/DISCUSSION
The Safe Routes to School 2026 project (Project No. st2507) is a traffic safety and active transportation infrastructure improvement project intended to improve pedestrian and bicyclist safety and accessibility near Alta Loma Middle School, Buri Buri Elementary School, Parkway Heights Middle School, and Ponderosa Elementary School. The project implements improvements identified through the school walk audits in collaboration with the schools and the community.

The project includes construction of curb extensions, raised crosswalks, neighborhood traffic calming features, bicycle facility improvements, sidewalk widening, curb ramp upgrades, high-visibility crosswalks, and related roadway improvements throughout the project corridors.

The project is funded through the San Mateo County Transportation Authority (TA) 2024 Pedestrian and Bicycle Program Cycle 7 grant program, previously accepted by the City Council under Resolution No. 02-2025.
